New e-Health Practice Incentive Payment (PIP) – replaces current IMIT PIP
Medicare have announced a new eHealth PIP commencing in August 2009. This incentive replaces the current IMIT PIP payment and aims to encourage use of electronic health systems in PIP practices.
The e-Health Incentive will be incorporated into the PIP payments with a payment level of $6.50 per Standardised Whole Patient Equivalent (SWPE). Payments will be capped at $12,500 per practice per quarter, up to a maximum of $50,000 per year.
Requirements
- Secure messaging capability provided by an eligible supplier. List of endorsed suppliers. Capability to be in place by 31 July 2009.
- Argus 4.0+ is compliant
- MD Exchange as contained in Medical Director 3 is compliant
- Zedmed is compliant through Zedmed Office; Zedmed Clinical

- PKI certificates for the practice and each GP.
- Location/site/practice certificates. Practices using Medicare Online claiming or Argus have PKI certificates in place. Other practices need to apply for site certificates before 30 April 2009.
- Individual certificates for all GPs in the practice. Many GPs applied for certificates some time ago, and these will have expired unless they have been renewed in the last 2 years. All GPs need to apply for individual certificates before 30 April 2009.
- Access to key electronic clinical resources by 30 April 2009

- HCN suggest that MD3 contains these resources as part of MDreference.

Suggested Actions for Practices
- Check that practice has PKI site certificate, and if not apply before 30 April 2009
- Have all GPs apply for individual PKI certificates before 30 April 2009
- Organise access to electronic clinical resources for each GP/consulting room computer
- Train GPs in use of online resources
- Apply for eHealth PIP before 30 April 2009
- If practice does not have access to a secure messaging capability provided by an eligible supplier , consider installing Argus or other secure messaging software.

- Investigations – handling abnormal results, identifying outstanding requests

- Progress notes – including using shortcuts, reason for contact, searching
- Immunisations – recording and transmitting to the Immunisation Register
- Letter writer and templates – modifying and using templates
- Summaries – data cleaning and available information for referrals etc
- Other Tools – e.g. diabetes record, heath assessments, etc
